Code of Ethics – he said she said or process for complaints

The Charter Commission’s proposed amendment to Chapter 15 – Code of Ethics was shot down by one vote, Mayor Graham.   Charter Chair Anthony Becker, speaking at the open mic, said that right now there’s no process to file a complaint.  Mayor Graham says there is a process and they sign a code of ethics.  The concern previously expressed by some council members, the Mayor and Charter member Jim Pokorney said this type of system can be used in an unethical way by someone to get what they want.  Mayor Graham added that it can damage a person’s reputation over frivolous and unfounded accusations.  While some members of the audience didn’t necessarily agree with the Charter’s proposed Code of Ethics amendment, they disagreed that it should have anything to do with the expense of the process.  Councilor Ludescher, who is also a Charter member, is in favor of the amendment.  He says there’s a huge hole in what kinds of actions can be taken by a citizen who believes there’s been an impropriety.  it’s either nothing or criminal.  To pass, the Ordinance required a unanimous vote of the Council.  The Charter, should they choose, can take this to the public in a referendum if they get 5% of the registered voters to sign a petition.  Mayor Graham’s interview and the entire council meeting is archived online at kymnradio.net.

Council approves drafting of fire service agreement between Dundas and Northfield

The City Council was asked to authorize a draft agreement between Dundas and Northfield for Fire Services.  City Administrator Tim Madigan introduced the item explaining the formula would include population, market value and fire calls.  The agreement would be tentatively set for 10 years.  It’s estimated that Dundas would pay Northfield between $35 and 40,000.  With a task force studying a change in direction for fire services in the region, some council felt it premature to draft such an agreement.  Councilors DeLong and Ludescher felt that this would throw a wrench in the talks over a possible Joint Powers Agreement.  Mayor Graham said this would have no effect on current talks, Zweifel, who’s Vice Chair of the Fire Task Force, said she believes that it’s a transition that will work with whatever the task force decides.  The motion to authorize a draft agreement passed 4 to 3 with DeLong, Ludescher and Pownell voting no.
